Preservation through Transformation and the Missouri Public School System

The theory of preservation through transformation argues that when social institutions change (the end of school segregation) new rules are introduced to maintain existing status differences. This paper focuses on the institution of education within the state of Missouri and was made using 2016 data. When this paper was written there was one unaccredited school district within the state of Missouri, located within North County of St.Louis. This paper compares 3 school districts including the majority black school districts of Riverview Gardens and Normandy and the accredited school district of Pattonville that is majority white. I examine the various disadvantages that students and educators in the unaccredited black districts face including; lack of years of experience in educators and the Mo. Rev, Stat.§167.131.that requires an unaccredited school district to pay tuition for any student within their district to attend an accredited school.
