The 1988 Presidential Transitions Effectiveness Act and Relation to the Multiple Streams Approach
The 1988 Presidential Transitions Effectiveness Act reformed the way presidential transitions are administered in the US, solving a problem of private interest being able to buy their way into the transition process. This legislation is examined up to passage in the United States Congress and analyzed by the leading model of agenda-setting to the legislative process. This qualitative and in-depth analysis of the legislation will explain the changes which decrease the power of private money in the transition by increasing the amount of public funds and setting disclosure requirements for private money and employees. Findings show a deviation from the Kingdon Multiple Streams model due to the unanimous nature of support for the bill and near total absence of interest groups in the process of drafting the legislation.
