Kingdon and Advocacy Coalition Framework: Application and Analysis Regarding Public Law 106 – 455

This work explores the strengths and weaknesses of the Kingdon Model and the Advocacy Coalition Framework in an application to the formulation process of Public Law 106-455. The Kingdon Model analyzes the problem, policy, and politics streams and their culmination in the policy window that led to passage. In contrast, the Advocacy Coalition Framework examines the competing coalitions involved in the defense of two main oppositional groups advocating for the passage or dismissal of the law. In the end, the work determines that, while the Kingdon model is valuable in an investigation of some aspects of the formulation of P.L. 106 - 455, the Advocacy Coalition Framework provides the best overall analysis.
