A Look at the World War II Memorial Policy through Graham Allison's Organizational Process Model

This paper approaches the implementation of the World War II Memorial by applying Graham Allison’s Organizational Process Model from his classic work The Essence of Decision Making. This model argues that “government is not an individual” and that problems are perceived through “organizational sensors” (143). The Model has six assumptions, four of which are applicable to the policy studied. The four remaining assumptions are applied to the policy throughout the implementation of the World War II Memorial. The paper also accounts for and explains events that the model does not encompass. The Model is analyzed based on the applicability of the four assumptions to the policy and gaps in the model are pointed out. The approach of models in public policy is also discussed in the conclusion.
