Diplomatic Maneuvering: The Influence of India and China in Nepal's Foreign Policy

Manoj Ghimire
Dr. John Quinn, Faculty Mentor

This paper analyzes Nepal’s foreign policy within its strategic position between India and China. It traces Nepal’s diplomatic evolution from the Treaty of Sugauli to its transition from monarchy to democracy and beyond, highlighting efforts to preserve sovereignty.  India’s historical influence—rooted in cultural, geographic, and economic ties—has shaped Nepal’s development and politics, while recent tensions and disputes have complicated relations. Simultaneously, China’s growing involvement, particularly through infrastructure investment and the Belt and Road Initiative, has increased its role in Nepal’s strategic orientation. The paper also notes the involvement of the United States in balancing regional dynamics. Given its place, Nepal pursues a policy of neutrality, guided by the principles of Panchasheel (peaceful coexistence), in attempts to protect its independence and promote development.
