The study focuses on the similarities and differences of the communication process of President Reagan's and President Clinton's administrations. Employing a most-similar design methodology, the study concentrates on similar policies of each administration and systematically compares the communication techniques used by the Presidents and their staffs in dealing with these respective policies.
