Do You Feel Safe Yet? An Analysis of the Implementation of the Clery Act

The 1986 murder of Lehigh University freshman Jeanne Clery rocked the higher education world and led to major changes in campus security. The Student Right-To-Know and Campus Security Act of 1990, better known as the Clery Act, requires publicly funded colleges and universities to draft an annual report of campus crime statistics and the safety policies in place. This presentation analyzes the implementation of the Clery Act through the application of Bardach’s (1977) implementation games model. I use four of the implementation games (tokenism, massive resistance, social entropy, and the management game) to explain the challenges faced in implementing this law. Additionally, I provide a short analysis of the explanatory power of this model as applied to the Clery Act.
