Factors Affecting Information Technology Development in the Republic of Paraguay

The Republic of Paraguay is a poor country in South America. Information technology has been slow to pervade the country. Through interviews with Paraguayans involved in IT, several factors were identified specifically: poor economic condition of country, poor infrastructure, and managerial ineffectiveness at implementing IT systems. There were not any purely social factors that respondents mentioned.
