A Case Study of the Utility of the Implementation Games Model in the Study of Public Policy Making -- 2009 American Reinvestment and Recovery Act: The Weatherization Assistance Program

There are a wide variety of issues that newly adopted policies face when attempting to implement their provisions. The purpose of this paper is to test an implementation model and to analyze its strengths and weaknesses based on its application to a recently adopted policy. Using Eugene Bardachs model of implementation games from his book, The Implementation Game: What Happens After a Bill Becomes a Law, the implementation processes of the Weatherization Assistance Program in the 2009 American Reinvestment and Recovery Act are analyzed. Specifically, the Management Game, the Budget Game, and the Funding Game are tested, which represent three of the most prominent post-enactment challenges to implementation. The assessment of this model will reveal that it results in extensive repetition of analysis and fails to create a cohesive picture of challenges to policy implementation.
