The Governmental Politics Model and the Refugee Act of 1980

Prevalent international crises following World War II emphasized the importance for the United States to develop and implement an encompassing refugee policy. The resulting legislation, the Refugee Act of 1980, established the first comprehensive refugee policy for the United States. This paper applies Graham Allison’s Governmental Politics model to the development of the Refugee Act of 1980 by examining Congressional committee hearings, floor debates, statements by influential policymakers, and presidential signing statements to determine the actors and forces that directed the creation of this policy. This paper will further test the utility of the Governmental Politics model to examine the policy formulation process.
