Legal and Economic Analysis: An Exploration of the History and Ramifications of the SPACE Act of 2015

Despite minimal fanfare at its inception, the U.S. Commercial Space Launch Competitiveness (SPACE) Act of 2015 has the potential to dramatically alter human economic and social life due to the advent of space mining and other technological advancements. The act fueled a surge in investment in the nascent space industry with its regulatory rollbacks and legal protections. Unique facets of the bill include: sole sponsorship by Speaker of the House Kevin McCarthy, acknowledgement of the need for policy change by opponents, and passage spanning two congressional sessions. This research will chronicle the substance of the bill, the process of its enactment, and its possible effects on future policy and life. Actors and interest groups that paved both the SPACE Act’s inception and content will be emphasized.
