Giving New Orleans' Working Class a New Start: Building Mixed-Income Communities Post-Hurricane Katrina
Rachel A. Breland
Dr. Linda Seidel, Faculty Mentor
Prior to Hurricane Katrina, New Orleans had a huge tourist economy that was sustained by many low-wage workers. The city thrived while many workers lived in very poor and destitute communities. My paper proposes creating more mixed-income housing developments in the city as a way to incorporate low-income families in the redevelopment of the city and broaden their access to better resources. I address the proposed benefits of the developments, key components needed to create the mixed communities, and ways individuals can encourage a push for more developments. The most important part of creating the mixed-income communities is strengthening the voices of the displaced evacuees to ensure that they will not be forgotten and will return home to the new developments.
